You could have 3 miners funding 2 alloy workers for 6 alloys, or 3 scrap miners funding 1 alloy worker for 6 alloys, a 20% pop savings for alloy rushing. This would keep up the theme of the commercial/trade district, and in the early game, produce an equivalent amount of energy as a technician (6). Update to Paradox's new Shattered Ring.
